Framing a Design Challenge

These are the notes I took down during a practical activity in the Futurelearn Introduction to UX course, in which I had to set a design challenge for a site, product, or service. This was near the beginning of the course, and this is a dump of the notes taken back then, both as proof I took it seriously, and as a backup for my own record.
This entire document is a mock-up created for the FutureLearn Task, I won't actually be making this website a reality, though I would be interested to see someone pick up the idea.

Problem people are having with the site:
- Copyright Unknowns in content such a music, some false claims or claims seemingly at random
Step 1 - Problem statement:
Content creators are unsure as to what content is safe to use
Step 2 - Question framing for solution:
How might we help content creators navigate content copyright for channel safety?
Step 3 - Key outcome:
Enable content creators to navigate the digital copyright landscape so they can maintain their desired channel monetisation status
Step 4 - Context and constraints:
Possible outside factor impacts on solution:
Copyright landscape always changing
Information may end up outdated
Constant need for adjustment around the clock
Endlessly scalable database needed

Product context:
Peer-reviewed database system
Allow users to review and validate information on-site
Require some staff input for final validation in cases of unknown user reliability

Problem statement:
How might we keep content creators informed about the state of content copyright?
Key outcome:
Enable content creators to find out ahead of time if the digital content they plan to use in their videos is safe for their channel's desired state of monetisation and listing.
How to reach objective
Content creators are in a never ending and ever-changing battle with the copyright system, especially when it comes to music - Cataloguing digital content and rating it's safety to use in videos can help creators navigate the digital copyright landscape more easily and focus better on their video content.
Allow users to submit review of content safety ratings
Allow submissions of new content
Allow content owners to submit safety level statements
Present content safety ratings clearly
Continually update and maintain database for presentation
Enable simplified search by title
Maybe allow search by URL if applicable
